The US government has entered another partial shutdown, raising concerns about its potential impact. This is the third shutdown since Donald Trump's re-election, but it's not as extensive as the previous 43-day closure. The partial nature of this shutdown means it could still have significant effects on various government operations.
The issue stems from the funding of the Department of Homeland Security (DHS). Congress passed appropriation bills to fund most government departments earlier this year, but DHS funding was excluded due to Democrats' refusal to support agencies implementing Mr. Trump's immigration crackdown. This decision was prompted by the tragic killings of Alex Pretti and Renee Good in Minnesota, with Democrats demanding specific changes to Immigrations and Customs Enforcement (ICE) operations.
Despite the partial shutdown, ICE remains operational due to a substantial funding boost from the 'One Big Beautiful Bill' passed in July last year. This bill provided ICE with approximately $75 billion, significantly exceeding its usual annual budget of $10 billion. Customs and Border Patrol, supporting ICE operations, also received an additional $12 billion, surpassing its regular annual funding.
The shutdown's impact is more pronounced on other DHS agencies. Vice Admiral Thomas Allan from the US Coast Guard warned that a prolonged shutdown would delay pay for approximately 56,000 personnel and disrupt mission readiness due to halted training for air and boat crews. Sea patrols, fisheries enforcement, and boat inspections will also be suspended.
The travel industry is particularly concerned about the Transportation Security Agency (TSA), which runs airport screening and security. The TSA's 63,000 staff will not be paid during the shutdown, and acting administrator Ha McNeill highlighted the financial strain on many employees, who often live paycheck to paycheck. This delay in pay historically leads to increased staff absenteeism, causing noticeable impacts at airports, including delays, longer wait times, and cancelled flights.
Democrats have presented a list of 10 demands, including requiring agents to obtain warrants before entering private properties, prohibiting racial profiling, and implementing body cameras for agents. These demands aim to address concerns about ICE operations and ensure accountability. Negotiations between the two parties are ongoing, with the White House's involvement, but a resolution remains uncertain.
The shutdown's duration is uncertain, as Congress members are on break and not expected to return until February 23. However, talks are expected to continue, and a potential deal could lead to an earlier return to Washington.
